Global Outlook publishes analysis of the decisions that shape international affairs, technology, energy, trade and war. The intended reader is someone who has already seen the news and wants to know how the thing actually works.
Five desks. One argument per piece. Figures attributed, counter-arguments given room.
Each piece starts from a primary source — the regulation as published, the treaty as concluded, the ruling as decided, the budget line as appropriated — and reads it against what it does to the governments, firms and populations that had no part in drafting it.
Analysis carries one argument, stated early. Where a number is contested, the contest is described rather than resolved by assertion. Where a chart uses estimates, the estimate is labelled as one. Pieces still being verified carry a draft marker until the figures are checked.
We are not neutral about method and we are not partisan about outcomes. The test applied to any claim is whether the mechanism described would still hold if the politics reversed.
